
Base on the records found on their forum, it appears that the downfall of the site was the consequence of a series of bad events. On 07/23/2009, admin announces this on the forum.
BECAUSE OF MANY CHEATS COMING FROM CHINA , HONG KONG, TAIWAN AND INDIA WE DECIDED TO PAY ONLY UPGRADED MEMBERS FROM THIS COUNTRIES
This move had maddened members who belong to the restricted countries.
Then, on 07/28/2009, CuteBux ran a purchase contest where members can win referrals, ads, and/or upgrades. However, this can be perceived to look like as if the site needs funding badly, an indication that the site is running low on funds.
And on 08/11/2009, they finally admitted that they are running low on funds by announcing "DUE TO NON-INVESTMENTS, WE MUST RESTRICT CASHOUTS NOW." It appears that the site had not enough or no advertisers to back it up, a reason why they depend on member's investments alone. But, since there had been no investment coming in lately, the site funds starts to dwindle to an alarming rate. A good reason why they had to restrict cashouts.
They further complicate the situation by forcing members to donate via a payment window.

They made a firm guideline that requires a member to pay a fee of $2 in order to get paid. A clear indication of a Ponzi scheme. They are now putting the site's problem on members' shoulders.
Because of the illegality of their actions, Paypal suspended Cutebux admin's Paypal Account.

Due to this reason, payouts via Paypal had been turned off. This event marks the further dwindling of the site's integrity.
